With reference to the Prisoner James Wayte Thompson, I have the honour to inform you that during the passage from Hong Kong to this place, I have repeatedly conversed with the said prisoner, and have had daily opportunity of observing his conduct on board the Ship. From all I have witnessed regarding him, I have come to the Conclusion that he is of sane mind.
